Cost Containment

Access2Care analyzes NEMT utilization for each client organization to understand all cost drivers: levels of service, volume of services and cost per service. 

Appropriate Use of Benefit

We work closely with our clients to rigorously define the appropriate use of the transportation benefit, and implement those rules through their customized protocol into our A2C system for accurate and consistent application. These rules guide the assignment of the lowest cost, most appropriate transportation when a Member requests a trip. Our staff is also trained to further inquire, at time of request, whether the lowest cost options such as mileage reimbursement and public transportation, are appropriate for that trip. 

Network Effectiveness

Access2Care continually reviews our provider network cost structure to identify ways to manage cost per service. For example, we may work with a high performing, lower cost provider to expand its fleet of vehicles, or expand its service areas so that more trips can be assigned to that high quality, lower cost provider. 

Expanded Transportation Options

Access2Care offers mileage reimbursement and public transportation as part of our NEMT programs whenever appropriate as these are generally the most cost efficient transport options and offer many benefits to the member. If the member qualifies for one of these transportation options, they have the flexibility to choose their own travel schedule as well as the added benefits of social interaction and engaging in healthy activity

Reducing Member No-shows

Member no-shows greatly contribute to excess program costs. When not managed well, the transportation providers must charge more for completed trips to cover their expense of the no-shows and the program manager incurs the administrative cost for call intake, scheduling, and closing records for a trip that did not occur. Certainly no-show appointments increase the medical provider community’s costs and create medical provider dissatisfaction and unwillingness to participate in Medicaid programs. We undertake continual efforts to educate individual members who have documented high no-show rates. We analyze root causes of member-no shows and implement targeted strategies to reduce them.
